You have always the choice to not visit such places if you have a weak PC. You have a guarantee to join public places with the specified minimum system requirements. A private room is private and the room owner have not to guarantee you anything. No private room, even not all together have any impact to your own experiences in public places. If you want to start a discussion if room owner should care more about week computers you are of cause allowed to do so but please with more gentle words.
