Building Basics

Please someone explain to me the very basic commands for building...it`s not really covered in any of the tutorials...I don`t need to know anything about x-axis and y-axis or anything like that at this point...I need to place and object let`s say a floor at a specific point and make it stay there.

It`s a simple request...please someone give me a simple answer.
