connection refused

The game is giving me a Connection Refused message in the same welcoming red box one gets when you're disconnected. I can see my friends list and who's online. And I can move around by myself if I land at home or any of the non-user created rooms but dont see any people around. But I do not get a list of user-created destinations and the chat box doesn't work.
