Water surface?

Is it possible similar to the door (test) that we could get a water surface that allow for swimming like a textured water surface than initiate swimming when you walk into it. So it be possible to make pools where you can swim in without having to place theme down at ocean level?

EDIT: Perhaps while at it make a pool ladder with a climb up and down animations when you click on it, depending on if you move arrow key up and down. Using stair cases for pool kinda looks a bit odd, anyways just a thought.
